ON 01/16/16 WHILE WORKING ROUTINE PATROL ON STATE HIGHWAY 216 RICKY JONES OBSERVED A TAN OLDER MODEL DODGE DAKOTA PICKUP PULL FROM A DRIVEWAY AND TURN TRAVELING NORTH ON 216. THE VEHICLE HAD ONLY ONE HEADLIGHT VISIBLE TO THE FRONT. DEPUTY JONES TURNED ON HIS BLUE LIGHTS AND SIREN AND ATTEMPTED TO STOP THE TRUCK. THE DRIVER CONTINUED TRAVELING NORTH ON 216 WITHOUT STOPPING FOR APPROXIMATELY A MILE AND A HALF. I OBSERVED THE DRIVER OF THE TRUCK THROW A SMALL BLACK OBJECT FROM THE DRIVERS WINDOW INTO THE ROAD DITCH. THE VEHICLE FINALLY CAME TO A STOP AND DEPUTY JONES IDENTIFIED THE DRIVER AS JUSTIN YOUNG (01-11-1980) HE HAD A SUSPENDED DRIVERS LICENSE ALONG WITH THE TRUCK HAVING EXPIRED TAGS AND NO INSURANCE. THERE WAS A MARLIN 22 RIFLE IN PLAIN SIGHT LAYING IN THE SEAT OF THE PICKUP. IT WAS CONFIRMED THROUGH DISPATCH THE MR YOUNG WAS A CONVICITED FELON. MR YOUNG WAS PLACED INTO CUSTODY AND A TOW TRUCK WAS CALLED TO PICK UP THE VEHICLE. DURING AN INVENTORY OF THE TRUCK DEPUTY JONES LOCATED A CHAINSAW THAT RETURNED STOLEN THROUGH NCIC WITH THE SERIAL NUMBER.
AFTER DEPUTY WILL DOUGHTY SHOWED UP ON SCENE TO STAY WITH THE VEHICLE TO WAIT ON THE TOW TRUCK DEPUTY JONES DROVE BACK APPROXIMATELY 300' DOWN HIGHWAY 216 TO THE AREA WHERE HE OBSERVED THE DRIVER THROW THE ITEM OUT WHICH WAS STILL IN SIGHT OF WHERE THE PICKUP HAD STOPPED. DEPUTY JONES LOCATED A BLACK ZIPPER CASE LAYING ON THE GROUND WHERE DEPUTY JONES SAW THE ITEM LAND. EVERYTHING ON THE GROUND WAS FROSTED FROM THE NIGHT AIR OTHER THAN THE CASE IT WAS CLEAN AND DRY. THE ZIPPER CASE CONTAINED TWO BAGS WITH WHITE CRYSTAL SUBSTANCE BELIEVED TO BE METHAMPHETAMINE, THREE OXYCODONE PILLS, TWO CLONAZEPAM PILLS, A DIGITAL SCALE, THREE SYRINGES, A GLASS PIPE WITH RESIDUE, AND A SPOON WITH RESIDUE.
DEPUTY JONES TRANSPORTED MR YOUNG TO PERRY COUNTY DETENTION CENTER AND CHARGED HIM WITH 5-64-420 POSSESSION OF METHAMPHETAMINE WITH PURPOSE TO DELIVER A CLASS B FELONY, 5-74-106 SIMULTANEOUS POSSESSION OF DRUGS AND A FIREARM A CLASS Y FELONY, 5-73-103 POSSESSION OF FIREARMS BY CERTAIN PERSONS A CLASS B FELONY, 5-64-443 POSSESSION OF DRUG PARAPHERNALIA A CLASS D FELONY, 5-36-106 THEFT BY RECIVING A CLASS A MISDEMEANOR, 5-54-125 FLEEING IN A VEHICLE A CLASS A MISDEMEANOR, 27-14-304 EXPIRED VEHICLE TAGS, 27-16-303 DRIVING ON A SUSPENDED DRIVERS LICENSE, 27-22-104 NO VEHICLE INSURANCE. DEPUTY JONES WAS ALSO ASSISTED BY DEPUTY NICK KINCADE.
